Transport advice for proposed development of Spencer’s Park

Challenge

SLR is retained by TCE and the Homes and Communities Agency to provide transport advice for the proposed development of Spencer’s Park Phase 2, located on greenfield land to the north east of Hemel Hempstead. This has since been sold to Countryside and SLR continue to act on the site through Reserved Matters applications.

It will include 600 residential units with ancillary facilities, 7,200 sqm of employment space along with land for a primary school. Planning permission has recently been granted for the site.

The site is bound by Cherry Tree Lane to the east, Three Cherry Trees Lane to the south and west and by Spencer’s Park Phase 1 to the north. It’s divided between two district councils with part in Dacorum Borough Council and part in St Albans City and District Council and Hertfordshire CC are the Highways Authority.

Solution

SLR engaged with both Dacorum BC and Hertfordshire CC on the proposals and reached agreement on the access strategy, sustainable transport strategy and mitigation package for the site.

Impact

SLR worked with the project team to considered the future residential development to the east of the site (East Hemel) to enable future development to come forward was critical. Links between the Site and the East Hemel area have been designed to ensure a connected and sustainable new community could be created in future.
