Greenhouse Gas Emissions Plan Review

Challenge
As part of the renewal process for an air emissions discharge consent, our client required support to conduct an independent review of their Greenhous Gas (GHG) Emissions Plan, to ensure it meet the requirements of the New Zealand legislation for Resource Management (National Environmental Standards for Greenhouse Gas Emissions from Industrial Heat) Regulations 2023. In alignment with the new regulations, the local Regional Council required the drafted plan to be reviewed by a ‘suitably qualified person’, to confirm the plan met the requirements, and to allow a resource consent to be granted. This was the first time a review of this nature had been required in the region under the new regulations.
Solution
SLR brought together a specialist team based locally in New Zealand and in the wider Asia Pacific region. We were able to support with our New Zealand based ESG Advisory team, and process Engineering team based in Australia, who have knowledge of greenhouse gas emissions, calculations and methods to reduce emissions. Our team held a kick-off meeting to understand the client’s expectations and processes, as well as how the plan was developed. We proposed several changes to the drafting and content of the plan, which the client then submitted to the Regional Council and was subsequently approved.
Impact
Approval of the GHG Emissions Plan supported the client to gain the resource consent required and continue with their operations onsite.
The GHG Emissions Plan described a large project the client had recently undertaken to significantly reduce emissions, and included a commitment to plant upgrades which would also contribute to reduced emissions, predominantly through increased efficiencies.
